Department of the Premier & Cabinet

Organisation Overview

The Department of Premier & Cabinet (DPC) provides central agency leadership when addressing issues that affect South Australia’s future prosperity and works collaboratively with other state government departments to ensure a whole-of-government approach.
Some of the areas that DPC is responsible for are delivering:

  • Policy in collaboration with other government agencies
  • The government’s digital strategy, innovation and investment
  • Government services for citizens through Service SA
  • Public sector management and reform together with the Office for the Public Sector
  • Whole-of-government communications advice
  • Corporate and financial services for all government departments through Shared Services SA

Fragile to Agile Engagement

Fragile to Agile was engaged for two separate initiatives for DPC; in both cases to develop the initial conceptual technical architecture to support the initiatives. The first was the whole-of-SA-government Human Capital Management program known as One Government, One Employer (1G1E). The second was the Citizen Account initiative, the vision for which is to deliver a single account and portal to access
these account services, across the SA Government (as well as to access services from other layers of government – federal and local, with the ability to extend too incorporating private sector services where these make sense in the future).

In both these cases the conceptual architecture delivered was very well received and the became the basis for the development of the initial business case. The architecture deliverable included a target state architecture diagram with descriptions of each major component; principles for each component to ensure that essential elements of the architecture were delivered/maintained; a broad phasing of the delivery of conceptual architecture (including diagrams depicting its state after each phase) and recommended scope of initial release (1G1E) and proof of concept (Citizen Account).
