Department for Energy and MiningOrganisation Overview
The department delivers affordable, reliable and secure energy supplies in a transitioning national energy market, and responsibly unlock the value and opportunities offered by South Australia’s mineral and energy resources. It achieves this through five areas:

- Energy Implementation Division – Leads the delivery of an integrated reform package to create more energy competition, provide more options for managing energy demand, and to support the full take up of household batteries and grid scale storage to ensure more affordable energy prices and more reliable electricity for South Australian households and businesses.
- Energy and Technical Regulation – Provides policy advice and coordination of energy market reforms, including national reforms, sustainability, energy efficiency and renewable energy policy.
- Energy Resources Division – Leads the ongoing development and regulation of South Australia’s abundant petroleum and gas resources, and geothermal exploration and development.
- Mineral Resources Division – Facilitates and regulates the responsible development of the state’s mineral resources in a way that maximises community outcomes and net benefit, and ensures environmental stewardship and social responsibility, and promotes mineral exploration to increase the potential for support future social and economic prosperity for all South Australians.
- Resources Infrastructure and Investment Task Force – Delivers transformative outcomes to significant resource and industry investment opportunities for the benefit of the South Australian community.

Fragile to Agile Engagement
Fragile to Agile was selected in 2019, through a competitive tender process, to develop a business needs driven target state for the department’s technology. In particular, the target state was to be driven by the Fragile to Agile vision for a Digitally Transformed government department, align with the DPC architecture for the planned Government Services Portal and critically reduce processing time for applications for clients whilst reducing the cost of processing these applications. The process followed was the standard Fragile to Agile roadmap map development process for medium sized government departments, including all the elements depicted on the following diagram:

The target state was well received and endorsed by the executive; the roadmap is currently the subject of a funding submission, but we have also assisted DEM with the initial design of some key foundational elements of the roadmap within the current budget allowances.
