Organisation Overview

Established in 1840, the City of Adelaide (CoA) is the oldest municipal authority in Australia and is responsible for the delivery of efficient and effective local government services to residents, businesses and visitors to the city. Surrounded by over 700  hectares of Park Lands and covering an area of approximately 16 square kilometres, the city is home to around 23,000 residents and 311,000 daily city users.

As well as delivering a range of municipal services, the City of Adelaide owns and operates a number of facilities and businesses, including:

  • A network of car parking stations
  • Adelaide Town Hall
  • Adelaide Central Market
  • Adelaide Aquatic Centre
  • Adelaide Visitor Information Centre
  • North Adelaide Golf Course
  • Three libraries
  • Three community centres
  • Nursery

The City of Adelaide has a vision for Adelaide to be a welcoming and dynamic city full of rich and diverse experiences. To realise this vision, the council has developed the City of Adelaide 2016-2020 Strategic Plan framed around four key themes: Smart, Green, Liveable and Creative. These broad themes underpin the priorities, policies, strategies, projects and services that will be designed and delivered to meet the needs of the community.

Fragile to Agile Engagement

Fragile to Agile was selected in 2016 after an extensive tender process as the preferred supplier of Enterprise and Solution Architecture services to the City for 5 years. The initial engagement was to
develop, in multiple stages, a full transformational roadmap to refresh the technology at the city, as required to support the strategic plan. Th process followed was the standard Fragile to Agile roadmap map development process, including all the elements depicted on the following diagram:

The roadmap delivered included 36 projects, each of which were costed, and benefits determined at a high-level. Prior to submitting the plan to the elected members for approval the City performed a large number of RFIs to obtain third-party validation of the estimates Fragile to Agile provided. This process confirmed the estimates for all 36 projects were within the 25% contingency allocated at this stage of planning. The full plan is currently being considered by elected members for budget approval.

We have subsequently been engaged by the city to provide Enterprise Architecture as a service to augment their internal capability which continues on an ongoing basis.
